I think that this quote means it's never okay to do the wrong thing. I also think it means it's never bad to do good. For example: If  I start selling drugs then, that's not good. Another example can be; If I help out others when they need help. That won't be a bad thing.

If you feel that you know what's right then you should do it. I think that this quote also means that you have to think about things before you decide on choosing. For example if a cashier gives me a extra 5$ back on accident and I saw I would think to myself "is it right or wrong" to tell the cashier that they gave me extra change.
